having had the vala staff (X), when the valakas buff worked properly (I used the staff for over a year and the buff never worked until I figured it out and pointed it out, but thats another story lol…) the buff did make a noticeable difference. I’m no mathemetician but if your study shows it not making a difference, its probably still broken.
If the mob is tiered then it’s possible you are at the maximum reduction allowed vs a specific mob therefore the chip won’t do anything but that is unlikely. Like frosty said it definitely did work once upon a time and it was 40%
