Try to reinstall the game?
Download the game from here: https://www.l15server.com/guides/connect.html and re-install with that installer.
It looks like you have an old login executable. Also before trying that, try running the L1.5 v4 shortcut as Admin, it looks like it might be an issue with it downloading the server config file.
